By-laws

Our Council uses By-laws to assist us with controlling and managing areas we are responsible for, such as Council facilities, parks and reserves.

In many instances, By-laws exist when State legislation isn’t available, or when it doesn’t cover something to the level of detail we require.   

By-laws do not override a provision already covered by State Parliament’s legislation of Acts and Statutory Rules.

Caravans and Camping By-law

This By-law regulates the responsible use of caravan and camping areas within the Central Coast municipal area. Its aim is to balance the enjoyment of natural spaces for residents and visitors while protecting our environment.

Key provisions include:

  • Designated camping areas where overnight stays are allowed.
  • A maximum stay of three nights in most areas, with extended permissions available under certain conditions.
  • Prohibition of open fires, except for outdoor solid-fuel-burning cooking appliances or heaters.
  • Mandatory permits, which will be implemented starting 1 December 2025.
  • Strict rules for rubbish disposal to maintain the environment’s cleanliness and integrity.

The Central Coast Council recognises the diverse needs of our community, including those experiencing homelessness. While the duration of camping is generally restricted, individuals in need may apply for extended camping periods with express permission from the Chief Executive Officer. The Council is committed to supporting those experiencing homelessness and seeks to work with them and other community organisations to address these issues with compassion and understanding.

Animal Control By-law

Ensuring you abide by Council’s Animal Control By-law, as well as the guidelines set out by the Department of Natural Resources and Environment (NRE), is extremely important when it comes to farming or keeping certain animals.
