


The Central Coast Planning Scheme 2005 (the Scheme) provides the guidance and regulations for all forms of use and development of land within the Municipality. The Scheme has been developed under the state planning system, which has the following objectives:
(a) to promote the sustainable development of natural and physical resources and the maintenance of ecological processes and genetic diversity; and
(b) to provide for the fair, orderly and sustainable use and development of air, land and water; and
(c) to encourage public involvement in resource management and planning; and
(d) to facilitate economic development in accordance with the objectives set out in paragraphs (a), (b) and (c); and
(e) to promote the sharing of responsibility for resource management and planning between the different spheres of Government, the community and industry in the State.

Generally speaking, the Scheme affects all residents and property owners who want to build, develop or change the use of a property. If you are looking to build, develop, or change the use of your land, you should contact Planning Services at the Council to discuss your proposal, and how to lodge an application for a planning permit.
Central Coast Planning Scheme 2005
The Resource Planning and Development Commission has granted its approval to the Central Coast Planning Scheme 2005 and on
11 June 2008 the Minister approved the Commission's decision pursuant to Section 29(1) of the Land Use Planning and Approvals Act 1993.
The Central Coast Planning Scheme 2005 came into operation on 20 June 2008.

New Format
The Central Coast Planning Scheme 2005 has been prepared in accordance with Planning Directive No. 1 - Format and Structure of Planning Schemes.
It is a performance based system. Generally, a proposal should be designed to meet the Acceptable Solution for the use class and zoning. If this is not possible, there may be performance criteria that apply and which may provide some discretion in the situation. There are also a number of Schedules to the Scheme that may apply. Each situation is assessed on its own merits and you should speak with the Council's Planning Services Department to see what applies in your situation.

Penguin Urban Design Guidelines
The Penguin Urban Design Guidelines (the Guidelines) have been developed as a result of extensive community consultation. They are being used to develop an amendment to the Scheme, which will be subject to the normal public scrutiny process under state legislation.

Ulverstone Urban Design Guidelines
At it's June 2009 meeting the Central Coast Council received new Urban Design Guidelines for the Ulverstone CBD. The guidelines, which were developed by consultants GHD Pty Ltd, provide a strategic framework and a suitable set of development guidelines which will be incorporated into the Central Coast Planning Scheme 2005 to better manage issues such as building height, open space, streetscape, heritage values, car parking, traffic management and infrastructure.

Telecommunications - To ensure that services are provided in your development with minimal disruption and cost, you need to ensure that early notification to a Telecommunications Carrier is given. The "Universal Service Obligation" (USO) for Telecommunications currently resides with Telstra. In order to ensure that Telstra can have the services available for when you require them please "Register Your Development" on the www.telstrasmartcommunity.com website to ensure co-ordination of trenching with your other infrastructure.
